Ve pins on Heltec WiFi kit 32 v3

I cannot get the Ve pins (3 and 4 on header J2) on theHeltec WiFi kit 32 v3 to switch on. I have tried “digitalWrite(Vext, LOW);” and “digitalWrite(36, LOW);” and as a last resort “digitalWrite(21, LOW);” I also tried HIGH instead of LOW, but nothing I have tried switches the 3.3v output on those pins on? How do I use these pins?

It must have been a bad connection, Vext is working fine now.
