New versions do not show up in Board Manager

Is there something wrong with https://resource.heltec.cn/download/package_CubeCell_index.json ?

I have installed Version 1.0.0 in my Arduino IDE (Version 1.8.13) and when I try to update to the latest it does not give me the option to update to 1.1.0 (nor 1.1.1).

I found Arduino Boards Manager: Cannot select release V1.0.0, cleared the CubeCell Files/Directories in the cache Directory and now it works!
