I just received a new Heltec where is the $40 and $10 fees

Does anyone know if they pay the onboarding fee $40 and the $10 location fee?

I can’t get it on the helium network.

Can someone help me on how I got to get the money on what’s wallet solflare wallet?

And then what do I do ?
