GPIO21 and Vext - WIFI LoRa32 (V2)

Hi, i’m trying to connect some sensors to Vext since this pin is controlled by the GPIO21, but is not working as i spected.
According to the documentation, if the GPIO21 is HIGH the output in Vext is LOW, and if the GPIO21 is LOW, the output in Vext is HIGH.
So, I tried to verify if that happens, however, when I set the GPIO21 in HIGH, the output in Vext is fixed at 1,7[V].
1.7[V] is the measurement of LOW voltage ?

The measurement of LOW voltage is about 0.6V.
